NOTICE TO ALL POLICYHOLDERS, CLAIMANTS, CREDITORS, CERTIFICATE OF CONTRIBUTION HOLDERS, SHAREHOLDERS, AND ALL OTHER PERSONS OR ENTITIES INTERESTED IN CRUSADER INSURANCE COMPANY NOTICE IS HEREBY GIVEN that on June 10, 2026, the Superior Court of the City and County of Los Angeles, California entered a Liquidation Order, in the case entitled Insurance Commissioner of the State of California v. Crusader Insurance Company, Case No. 23STCP01915 ("Liquidation Order"). Pursuant to the Liquidation Order, the California Insurance Commissioner has been appointed as the statutory Liquidator of Crusader Insurance Company ("Crusader") effect June 10, 2026. The Liquidation Order authorizes and empowers the Commissioner, through his Conservation & Liquidation Office, to liquidate Crusader and its assets for the benefit of Crusaders policyholders, claimants, creditors, and shareholders, as provided in Sections 1010 through 1062 of the Insurance Code of the State of California. The California Insurance Commissioner has retained the Conservation and Liquidation Office to handle the liquidation proceedings. A copy of the Liquidation Order can be found on the Conservation & Liquidation Office website at: www.caclo.org. A set of frequently asked questions and answers concerning the liquidation of Crusader can be found on the same website. Proof of Claim forms and instructions will be mailed to all parties believed to have a claim against Crusader Insurance Company. If you believe you have a claim and have not received a Proof of Claim form by October 1, 2026 you may request a form at: CrusaderPOC@caclo.org or by phone at (415) 676-2133. In accordance with the Liquidation Order, all Proof of Claim forms must be received by the Conservation and Liquidation Office or post-marked no later than the court approved claims bar date of March 31, 2027. The Liquidation Order contains an express finding of insolvency thereby triggering the statutory obligation of the various property and casualty insurance guaranty entities, in those states where Crusader wrote business, to begin paying covered Crusader claims up to statutory limits. The majority of Crusader's business was written in California and the open claims as of June 10, 2026 have been transferred to the California Insurance Guarantee Association ("CIGA").
