CITY OF OAKLANDREQUEST FOR QUALIFICATIONS (RFQ) FORHOUSING OPPORTUNITIES FOR PEOPLE WITH HIV/AIDS (HOPWA) Contract Amount: TBDTerms: 3 YearsProject Description: The City of Oakland, Department of Human Services, Community Homelessness Services Division, seeks a qualified community-based organization, local nonprofit or government agency to administer HOPWA funding within Alameda County and Contra Costa County. The agency would work to ensure that affordable housing options and related housing services are available to low-income People Living with HIV/AIDS (PLWHA) and their households. Services and housing will be focused on assisting this population of our communities in achieving and maintaining housing and improving their access to, and engagement with, HIV/AIDS treatment and care. The agencies selected will administer programs and services to ensure that participants receive support from the HOPWA program for stable housing, reducing the risks of homelessness and improving participants' access to health care and related supportive services. NOTIFICATION: CONTRACTING OPPORTUNITY DATE: July 17, 2025 FROM: Inder Grewal, Development Specialist RE: Request for Proposals ("RFP") for Hunters Point Shipyard and Candlestick Point Project Infrastructure Engineering Support Services The Office of Community Investment and Infrastructure ("OCII") is seeking qualified applicants to submit proposals to provide: Hunters Point Shipyard and Candlestick Point Infrastructure Engineering Support Services Acting on behalf OCII, the selected contractor(s) will work closely with City departments and private developers to advance the planning, design, construction, and acceptance of key infrastructure improvements related to the development of Candlestick Point / Hunters Point Shipyard Phase 2 and Hunters Point Shipyard Phase 1. Services will include conceptual planning, coordination of existing streets and utility systems, subdivision mapping, land transfers, infrastructure design integration, and construction oversight. Ideal candidates will bring demonstrated technical expertise, a strong track record navigating San Francisco's development and permitting processes, and the ability to collaborate effectively with public agencies, environmental regulators, developers, and other project stakeholders. OCII's Small Business Enterprise (SBE) Policy establishes a 50% good faith effort SBE participation goal for this project. PUBLIC NOTICE: SAN FRANCISCO BAY AREA RAPID TRANSIT DISTRICT PROPOSED TRIENNIAL DISADVANTAGED BUSINESS ENTERPRISE GOAL FEDERAL FISCAL YEARS 2026 through 2028 The San Francisco Bay Area Rapid Transit District (District) has updated its proposed Triennial Disadvantaged Business Enterprise (DBE) goal for Federal Transit Administration (FTA) assisted projects during federal fiscal years 2026 through 2028 (October 1, 2025 - September 30, 2028), to be submitted to the FTA in August 2025 for approval. The District will achieve its DBE goal using race and gender-conscious measures, as well as race and gender-neutral measures. The District proposes an overall goal of 22.3% for FFY 2026-2028 for FTA-assisted projects, of which 17.4% is race-conscious and 4.9% is race-neutral. The proposed overall DBE goal and methodology are posted here (www.bart.gov/about/business/ocr) for review.
