Notice is hereby given that State Water Resources Control Board (State Water Board) staff has released for public review and comment a revised draft of updates to the Water Quality Control Plan for the San Francisco Bay/Sacramento-San Joaquin Delta Watershed (Bay-Delta Plan or Plan). The changes are focused on the portions of the Plan relevant to the Sacramento River watershed, Delta eastside tributaries (including the Calaveras, Cosumnes, and Mokelumne Rivers), and Delta (Sacramento/Delta) for the reasonable protection of fish and wildlife beneficial uses. The revised draft updates to the Bay-Delta Plan are available for review at www.waterboards.ca.gov/bay_delta/comp_review.html. Notice is additionally given that the State Water Board is conducting a limited recirculation of the draft Staff Report/Substitute Environmental Document (Staff Report) in support of Sacramento/Delta updates to the Bay-Delta Plan by releasing a new chapter (Chapter 13) for public review and comment. Chapter 13, Revised Proposed Plan Amendments, provides an updated project description with supporting environmental and economic analyses. Chapter 13 of the revised draft Staff Report is available for review at www.waterboards.ca.gov/bay_delta/staff_report.html. The State Water Board will conduct a public hearing to receive oral comments on the revised draft Plan updates and Chapter 13 of the draft Staff Report accommodating both in person participation and remote participation via Zoom. The hearing will be held at the Joe Serna Jr. CalEPA Building, Coastal Hearing Room, 1001 I Street, Second Floor, Sacramento, CA 95814 on January 28, 29, and 30, 2026, beginning at 9:00 am each day. To be considered for potential processing toward status as an “Identified Casual” longshore worker in the Port of San Francisco Bay Area, CA, all public applicants must complete the Online Application at https://sfbay.casualdrawingapp.net/public. The Online Application requires that each applicant provide the applicant’s first and last names, (middle name is not required but recommended if there is one), mailing address, telephone number with Area Code, month of birth, numerical day of birth and a valid email address. Incomplete applications will not be accepted. Phone calls regarding the process will not be accepted and any in-person or written applications submitted through a mailing service of any kind will not be accepted. Applications can be submitted online beginning 8:00 a.m., PST, on January 14, 2026. Applicants will be sent an email confirming submission of their application.
On or about February 2, 2026, a drawing will be held from a combination of timely received public applications and “Interest Card” applications. If the number of timely public applications received exceeds that of the timely Interest Card applications received, a preliminary drawing will be held just among the public applications to collect a number equal to the amount of Interest Card applications. To be eligible for consideration, public applications must be submitted no later than 11:59 p.m., PST, January 21, 2026. A sequenced list of those selected for processing will be posted for 30 days at WWW.PMANET.ORG. At the time of processing, sequenced applicants must be at least 18 years of age, have a valid driver’s license with photograph,have no disqualifying convictions, have a sufficient knowledge of English to speak and understand written and verbal safety warnings in English, and be eligible to work in the U.S. Those selected for processing will be advised of additional requirements. Only one application per person. Anyone attempting to submit more than one application (of any type) will be disqualified. There is no guarantee of casual processing, employment, continued employment, or advancement; casual work is sporadic and never guaranteed, but casuals must nonetheless work sufficient available hours to retain longshore dispatch privileges. A TWIC (Transportation Worker Identification Credential) is required by the Department of Homeland Security to enter all marine facilities. NOTICE OF INTENTION TO CIRCULATE INITIATIVE PETITION
Notice is hereby given by the persons whose names appear hereon of their intention to circulate a petition within the Public Transit Revenue Measure District for the purpose of placing on the November 3, 2026, general election ballot a measure to prevent catastrophic service cuts to Bay Area public transit systems and to provide for road repairs, thereby preserving critical transportation systems that residents depend on every day to get to and from work, school, doctor's appointments, grocery shopping, and social activities.
A statement of the reasons for the proposed action as contemplated in the petition is as follows:
The Bay Area's public transit network is the backbone of the region's economy and communities, connecting residents and visitors to job sites, businesses, schools and universities, health care, recreation, and various other services and life activities. However, public transit systems are experiencing severe financial pressures as federal and state funding is expiring. Without new sources of funding, transit agencies will be required to significantly reduce services including elimination of entire lines, closure of stations, reductions in service frequency, contraction of service hours and elimination of service on weekends.
In order to prevent such devastating cuts, this measure will impose a temporary sales and use tax of 0.5% in the Counties of Alameda, Contra Costa, San Mateo, and Santa Clara, and 1% in the City and County of San Francisco, which is expected to generate approximately $980 million annually that will support BART, San Francisco Muni, Caltrain, AC Transit, VTA, Golden Gate Transit, San Francisco Bay Ferry, road repair and repaving, Clipper START and other reduced-fare programs, and improved disability access programs, all in the five Bay Area counties.
Funds generated by this measure will be subject to strict oversight and accountability requirements, including financial efficiency reviews and oversight by an independent committee to ensure all revenues are spent on their intended purposes. Funds may be withheld from specified transit agencies that do not meet certain standards of safety, cleanliness, service, and other standards.
