REDWOOD CITY SCHOOL DISTRICT REQUEST FOR QUALIFICATIONS AND PROPOSALS (RFQ/P) #S26-002 LEASE-LEASEBACK CONSTRUCTION SERVICES HVAC Upgrades Projects - Increment 3
Redwood City School District ("District") is seeking proposals from qualified persons, firms, partnerships, corporations, associations, or professional organizations to provide constructability review, value engineering, master scheduling, cost estimating, budgeting, and construction services for the development and construction for Increment 3 of the HVAC Upgrades Projects at Roy Cloud and Henry Ford Elementary Schools ("Project"), in accordance with the lease-leaseback structure set forth in Education Code section 17406, et seq.
The Request for Qualifications and Proposals ("RFQ/P"), which includes instructions for its completion, is enclosed for your consideration. Respondents to this RFQ/P shall submit a completed Statement of Qualifications ("SOQ") along with the Proposal (collectively "RFQ/P Packet"). The District will only receive RFQ/P Packets submitted electronically. RFQ/P Packets will be received until 3:00 p.m., Friday, October 30, 2026, only at the following email address nick.olsen@vpcsonline.com. Any RFQ/P Packet that is submitted after this time shall be nonresponsive and returned to the bidder. Each respondent is solely responsible for timely submission of its RFQ/P Packet; the District is not responsible for any technological issues in a respondent's ability to timely submit its RFQ/P Packet or portion thereof.
A mandatory information meeting will be conducted on Monday, October 12, 2026 (School Holiday) at 9:00 A.M. The meeting will be held at Roy Cloud Elementary School, 3790 Red Oak Way, Redwood City, CA 94061. Directly following the meeting at Roy CLoud, we will visit Henry Ford Elementary School, 2498 Massachusetts Ave, Redwood City, CA 94061.

This Project is subject to labor compliance monitoring and enforcement of compliance with prevailing wage requirements by the Department of Industrial Relations pursuant to Labor Code § 1771.4, and skilled and trained workforce requirement pursuant to Public Contract Code § 2600. Contractors of all tiers must be currently registered and qualified to perform public work pursuant to Labor Code § 1725.5. All Respondents must be prequalified by the District in accordance with Public Contract Code § 20111.6. First tier electrical, mechanical and plumbing subcontractors must be prequalified prior to the time subcontractor bids are submitted.

The City reserves the right to postpone or cancel the sale of the Bonds or to change the terms thereof as specified in the Official Notice of Sale. The City further reserves the right to modify or amend the Official Notice of Sale in any respect; provided, that any such modification or amendment will be communicated to potential bidders through Parity and/or Thomson Reuters and Bloomberg Business News not later than 1:00 p.m. (California time) on the business day preceding the date for receiving bids for the Bonds.
Failure of any potential bidder to receive notice of any modification or amendment will not affect the sufficiency of any such notice or the legality of the sale.
The City reserves the right, in its sole discretion, to reject any and all bids and to waive any irregularity or informality in any bid which does not materially affect such bid or change the ranking of the bids as further described in the Official Notice of Sale.

Chime Financial, Inc. ("Chime"), San Francisco, California and Clocktower Merger Sub, Inc. ("Merger Sub"), Oklahoma City, Oklahoma intend to apply to the Federal Reserve Board for permission to become bank holding companies, acquire Central Service Corporation ("CSC"), Enid, Oklahoma and acquire control of Stride Bank, National Association, Enid, Oklahoma ("Stride Bank"). Merger Sub is a wholly owned subsidiary of Chime established to facilitate the transaction described below. Merger Sub has agreed to merge with and into CSC, with CSC continuing as the surviving entity in the merger (the "Proposed Transaction"). Upon consummation of the Proposed Transaction, Stride Bank will be renamed "Chime Bank, National Association." The Federal Reserve considers a number of factors in deciding whether to approve the application including the record of performance of banks we own in helping to meet local credit needs.
