

NOTIFICATION: DEVELOPMENT OPPORTUNITY DATE: July 23, 2026 FROM: Channing Jackson, Assistant Development Specialist SUBJECT: Request for Proposals ("RFP") for Candlestick Point North Block 7; Bayview Hunters Point Redevelopment Project Area The Office of Community Investment and Infrastructure ("OCII") is seeking qualified applicants to submit proposals to: Develop, own, and operate affordable rental housing for low-income families at Candlestick Point North Block 7 ("CPN 7") in Candlestick Point (part of the Bayview Hunters Point Redevelopment Project Area). OCII, acting as the Successor to the San Francisco Redevelopment Agency, is seeking submittals from qualified applicants to design, develop, own, and operate a 100% affordable rental housing building serving low-income families. An applicant ("Applicant") is defined as a team comprised of only the following: a Qualified Housing Developer, a Community Partner, a Property Manager, a single Lead Architect, and a Workforce and Contracting Action Plan ("WCAP") lead or consultant. In addition, respondents must include one or more community partner(s) from the Southeast area of San Francisco to act as a developer, co-developer, or to provide social services. Firms whose services fall within the defined Applicant team are encouraged to attend. In accordance with the OCII Small Business Enterprise Program, the successful Applicant will be required to competitively solicit and select its other consultants and contractors, including professional services consultants, general contractor, and subcontractors, at the appropriate development stages of this project with first consideration given to project-area SBEs. Firms whose disciplines fall outside the defined "Applicant" team but are interested in participating in this project are advised to contact the successful Applicant's WCAP representative after completion of this RFP process. The selection of an Applicant is tentatively scheduled for November 2026 (subject to change) and announcement of the successful Applicant will be posted on the OCII website shortly thereafter.
