

Notice of Application for Formation of Bank Holding Company and Acquisition of a Bank by a Bank Holding Company Chime Financial, Inc. ("Chime"), San Francisco, California and Clocktower Merger Sub, Inc. ("Merger Sub"), Oklahoma City, Oklahoma intend to apply to the Federal Reserve Board for permission to become bank holding companies, acquire Central Service Corporation ("CSC"), Enid, Oklahoma and acquire control of Stride Bank, National Association, Enid, Oklahoma ("Stride Bank"). Merger Sub is a wholly owned subsidiary of Chime established to facilitate the transaction described below. Merger Sub has agreed to merge with and into CSC, with CSC continuing as the surviving entity in the merger (the "Proposed Transaction"). Upon consummation of the Proposed Transaction, Stride Bank will be renamed "Chime Bank, National Association." The Federal Reserve considers a number of factors in deciding whether to approve the application including the record of performance of banks we own in helping to meet local credit needs.
